At first, I'd say there isn't enough information given, because you'd want to know the standard reduction potential for both ClO4- and ClO-. But you could probably guess that ClO4- is more readily reduced because of the 4 oxygens pulling electrons away from the Cl compared to 1 oxygen in the ClO-.
