The notation there tells you that yes, this is a Normal distribution. The value listed first is the Mean, so that would be 12. The value listed second is the Variance, so that is the 64. Then you can take the square root of the Variance to get the standard deviation, so that would be sqrt(64) = 8.
For the last part then it’s asking for P(X > 12), so that just ends up being 0.50 since half of the values will be below the mean and half will be above the mean.
