civil liability ( Quebec business law)

Question

Louise and Martha are walking on the street, on the sidewalk. As there is construction work by the City of Toronto, the sidewalk is closed, as demonstrated by very obvious signs. Louise and Martha decide thus to walk a few meters right on the street. When walking back on the sidewalk, Louise twists her ankle which makes her miss 2 days of work. Who can be sued? Why?
