If there is a hypotenuse with two equal legs then we are dealing with a 45-45-90 right triangle.
The length of the legs of a 45-45-90 right triangle are equal to the length of the hypotenuse / sqrt (2)
So the length of the legs would be 8/sqrt(2) = 5.65
So the perimeter would be 5.65 + 5.65 + 8 = 19.3
