Vinegar is a solution of acetic acid = CH3COOH
Baking soda is sodium bicarbonate = NaHCO3
When these are mixed together, a chemical reaction takes place, and it would be considered a solution. The type of reaction could also be considered a synthesis reaction because several products are synthesized. In the strictest sense, this wouldn't be a synthesis reaction because more than 1 product is formed. So, you may want to consider it more a replacement (double) reaction. The balanced reaction would look like this:
CH3COOH(aq) + NaHCO3(aq) ==> CH3COONa(aq) + CO2(g) + H2O(l)
