Find the slope of the line passing through the points (-2,1) and (6,7).
Whatever that turns out to be, the slope of any line perpendicular to that one will be the negative/opposite reciprocal. Call that the slope of the perpendicular.
Now use point-slope to write the equation of the required line, the point being (-6,9). You can convert point-slope form to slope-intercept form, although the problem does not state the final form to use.
