Assuming that R is a point on the segment PQ:

just add the lengths.


If R is not on the segment PQ; then PQ is one side of a triangle and Segment Addition doesn't apply.

THE KEY REQUIREMENT: R is ON the segment PQ, also described as "points P, Q, and R are collinear with R between P and Q."
