Notice for part b of the question, 32 - 99 represents YES and 00 - 31 represents NO. Since you are looking at two digit numbers from 00 to 99, the results of the first 10 simulated participants are:

04 NO; 82 YES; 39 YES; 67 YES; 15 NO; 36 YES; 28 NO; 71 YES; 95 YES; 04 NO

(We are able to use 04 twice because we are not limited to a finite number of elements. We were not told that there were exactly 100 participants to be simulated.)

Based on the results of the random number table, the percentage of the first 10 simulated participants answering YES is 6 out of 10, 60%.
