First, I have questions, what exactly do you mean by complete the ordered pairs?
Are you expecting a certain number of ordered pairs?
Take a good look at the data points you are given, they contain both y and x intercepts, straight lines, and parabolas can have these. You need to determine if a relationship exists within the data you are given. You could have a function.
You could try using the data your are given above to see if you have a function, as a Linear Relationship as follows:
Find out if a rate of change applies by calculating a slope
m = (y2 - y1)/(x2 - x1)
The ratio should be the same between any two of your ordered pairs
Substitute one of the given coordinate pairs with the slope into the formula y = mx + b
and solve for b
Once b is obtained you can complete your line in the Slope Intercept Form y = mx + b
Finally you could plot y = mix + b to see all the coordinates along the line
You could do similar testing of your data to see if it fits into a quadratic. f(x) = ax2 + bx + c
