I think the answer depends on the size, shape and distance away from the window.
If the window is round and the size of the ball, then the angle is exactly 90 degrees relative to the car's forward Direction.
Don't see how the velocity of the ball nor the car matters since the velocities are the same until the ball is thrown.
If the back window of the car is missing, the angle could be 180 degrees relative to .....
The angle also depends upon how far from the open window the ball is when thrown.
There are too many variables to get an finite answer, but it is a problem that requires boundaries in order to obtain answers.
