The first thing to understand is what is meant by "the quotient of" two things. Quotient means we are dividing the first thing by the second thing. For example, the quotient of 2 and 3 is 2 divided by 3 or 2/3. If the two things are more complicated, just put them in parentheses:
(thing one) / (thing two)
In this case, the "thing one" is "5 more than a number y" which translates to Y + 5.
"thing two" is a little confusing here... and I think a part may have been left out of the problem when it got typed in here. I will assume it really says "3 times Y less than a number X", which would be X - 3Y
So... your answer would be (Y + 5) / (X - 3Y)
If the second thing is not as I assume, you would have to change the denominator slightly, but you can get the idea from this.
