It's not a system of linear equations with a solution if
a=-5/2
IF a=-5/2, then
the two equations are inconsistent. IF you graphed them, they would be parallel lines with no intersection point
6x - 5y = 3
3x +ay = 1,
replace a with -5/2 then
3x -5y/2 = 1 multiply by 2
6x -5y = 2 contradicts the 1st equation
6x-5y = 3
subtract to get
0 =-1 a contradiction
"a" can be any real number except -5/2
