This looks familiar.

Distribute/FOIL twice.

(x-3)(x-3) + (y+4)(y+4) = -28

x^2 -6x + 9 + y^2 +8x +16 = -28

Then combine constants on the left side.

x^2 -6x + y^2 +8x + 53 = 0

Done.
