The total volume of the rectangular tank is the base area times the height:

The volume taken by the water is the base area times the water height:

The difference of these two values is the empty volume:
(19800 cm3) - (10800 cm3) = 9000 cm3, the empty volume.
1 liter = 1000 cm3
(9000 cm3) = (1 liter/1000 cm3) = 9 liters
We need 9 liters to fill the tank.
