Sulfate is a SO₄ and the associated ion is SO₄^2-

So, it would take 2 SO₄^2- ions to electrically balance 1 Cu⁴⁺ ion.

That means the formula would be Cu(SO₄)₂

That being said, I don't believe copper has a naturally occurring +4 ion but perhaps this is just an academic question.
