There are different rules, ways and means to extrapolate between stats.
Sorted: N=8 stats

20th percentile: 20% of 8 = 1.6;
so it's between the 1st and 2nd stat.
throws away the whole number leaving just 0.6
(22-15)*0.6 = 7*0.6 = 4.2
15+4.2 = 19.2
25th percentile: 25% of 8 = 2;
the 2nd stat is 22
65th percentile..
0.65 * 8 = 5.2 so it's between 24 and 27.
throws away the whole number leaving 0.2
(27-24)* .2 = 3*0.2 = 0.6
so 24.6
75th percentile.
0.75 * 8 = 6
which is 28

I believe the 65th percentile answer is wrong. 5.2 would put it between the 5th and 6th stat, right? So between 27 and 28.12/16/21
