Has a slope that is the positive inverse of -3 so m = 1/3 for your perpendicular line
y = (1/3)m + b
We can use the coordinates given above to solve for b
0 = (1/3)*9 + b
0 = 3 + b
-3 = b
Your perpendicular line is
y = (1/3)x -3
