I'm assuming distance is the distance around the wheel ? Not very clear. If it is the point to point straight line distance then it's more complicated.

It must be point to point distances. Assume center of the wheel is at (0,0), and second person gets on at the bottom ie at (0, -25). After 7 minutes the wheel has rotated through (7/12) revolutions ie 210 degrees so the first persons position will be in the 2nd quadrant, with reference angle 60 degrees. So the coordinates of the first person will be (-25 cos 60, 25 sin 60). Then you can just use the distance formula to find the distance between the two as you know both their coordinates.

I just calculated that and it comes out to 48.3
