It's a coffee cup calorimeter (not kilometer). You also have several other errors in the question.
The equation for heat is q = mC∆T
q = heat
m = mass
C = specific heat
∆T = change in temperature
heat gained by water = (100.0 g)(4.186 J/gº)(31.3 - 24.6) = 2805 J
heat lost by HCl = (119.1 g)(C)(44.6 - 31.3) = 1584C
Heat lost by HCl must equal heat gained by water, therefore...
2805 J = 1584 gº(C)
C = 1.771 J/gº
