I have to assume you copied the problem incorrectly because the problem deals with HCl (1.5 M) but the answers deal with NaOH. I'll assume the answers should be HCl and not NaOH
This is a straight forward dilution problem and you can use M1V1 = M2V2. Applying this formula to the different options provided, we have the following:
1) (100 ml)(1.5 M) = (4200 ml)(x M) and x = 3.57x10-2 M ... incorrect
2) (1.12 ml)(1.5 M) = (500 ml)(x M) and x = 3.36x10-3 M ... CORRECT
No need to do the other calculations.
