The formatting of the data table is a little messed up, so I'm going to "guess" at the actual data and try to reproduce it below.
[N2O5] M ..... Rate (mol/L-h)
1x10-3..............1.5x10-6
2x10-3..............1.5x10-6
3x10-3..............1.5x10-6 (? can't read this value)
Since the rate does NOT change with a change in [N2O5], this tells us the order is ZERO order.
Rate Law: rate = k[N2)5]0 so rate = k
k = 1.5x10-6 M/h
