I thought the answer was 15. But it's saying it is wrong.

You found the height correctly. You are asked for the slant area, which is pi r sqrt(r^2+h^2). You have a Pythagorean triple here, 8-15-17, so pi r sqrt(r^2+h^2) = pi * 8 * 17 = 136 pi.
