standard form is (x-h)^2+(y-k)^2=r^2 to find the radius take the diameter which is 26 and divide by 2 so 26/2=13 and since the center point is (h, k) or (-10,3) so then (x--10) or (x+10)^2+(y-3)^2=13^2-> (x+10)^2+(y-3)^2=169 and this is the equation is standard form.
