My first reaction was "but we need the concentrations," but then I noticed NaOH among other compounds that are either acidic or neutral.
NaOH is a strong base. It is an ionic compound that readily dissolves in water, creating OH- and Na+ ions. HCl is a strong acid, NaCl is a relatively neutral salt, and C6H12O6 is a sugar molecule. It also dissolves, but hs little impact on the pH.
NaOH contributes the most hydroxide ions per unit of solute.
