What must be true about ∠7 and ∠3 for the lines to be parallel? Name the postulate or theorem

the angles must have the same measure, and must be parallel Converse of corresponding angles theorem. is this correct?

I'm guessing that we're talking about a pair of parallel lines cut by a transversal. If so, where are angles 3 and 7?
