It helps if you write the formula correctly, so HCO-3 should actually be HCO3-
NO-2 should actually be NO2-
Now we have HCO3- + NO2- ==> HNO2 + CO32-
The HCO3- gave away a proton making it an ACID.
The NO2- accepted the proton making it a BASE
The HNO2 formed now has the proton (H+) making it the CONJUGATE ACID
CO32- wants to accept a proton making it the CONJUGATE BASE
