Remember y = mx + b
You know one of the points coordinates (x,y) and the slope so you are solving for b in this equation.
Plugging the known values,
4 = (-2)(-11) + b
5 = 22 + b
-17 = b
b = -17
Writing in slope-intercept form using the format y = mx + b plugging in values for the slope and newly found y-intercept
y = -2x + (-17)
or
y = -2x -17
