The assets (in billions of dollars) of the four wealthiest people in a particular country are 32, 27, 24, 10. Assume that samples of size n=2 are randomly selected with replacement from this population of four values. After identifying the 16 different possible samples and finding the mean of each sample, construct a table representing the sampling distribution of the sample mean. In the table, values of the same mean that are the same have been combined

The 16 samples are these:
32,32
32,27
32,24
32,10
27,32
27,27
27,24
27,10
24,32
24,27
24,24
24,10
10,32
10,27
10,24
10,10
If you see the pattern in the list above, maybe that will help you understand the question that was asked.
Once you see this list, find the sample mean for each of the 16 samples. For example, for 10,24, it is (10+24)/2 =17. You will have a list of 16 such numbers, and from that you can find the sampling distribution.
