the slope of the line y = -16x + 2 is -16

the slope of the line perpendicular is the negative reciprocal of that slope or 1/16.

so we have y = 1/16 x + b

the x intercept is -8, which is when y = 0, substituting those x,y values into the above equation:

0 = 1/16(8) + b

b = -1/2

y = 1/16x - 1/2
