"X is less than or equal to 7" can be written as x ≤ 7
"x is greater than or equal to 6" is written as x ≥ -6. A more convenient way of writing this would involve x on the other side of the inequality sign. If we flip the side x is on, we also flip the inequality sign, so x ≥ -6 can be written as -6 ≤ x.
Since we now know that -6 ≤ x and x ≤ 7, we can smush these two together to create a bigger inequality which means the same thing: -6 ≤ x ≤ 7
