Parallel lines are parallel because they have the same slope. So a line parallel to y=6x + 1 would also have a slope of 6.
If the parallel line passes through the equation (-7,1), plug the slope of 6 and the point into y = mx + b and solve for b.
1 = 6(-7) + b
1 = -42 + b
43 = b
Therefore the equation would be y = 6x + 43.
