Put the given line in y-intercept form, so -7y=9-4x and y= (4/7)x-(9/7). The coefficient of x represents the slope of he given line. A line parallel to the given line must have the same slope--i.e., 4/7 so the equation for the parallel line will be y=(4/7) x + b where b is the y-intercept. Plugging in the point given in the problem for the required parallel line (7,3) allows us to solve for b:
3=(4/7)(7) + b and 3=4+b so b=-1 and the desired line is y=(4/7)x-1
