Graham's Law of Effusion:
rate gas 1/ rate gas 2 = sqrt MW gas2 / sqrt MW gas1 (rate is inversely related to molar mass)
rate Ar / rate Xe = sqrt 131 / sqrt 40
rate Ar / 48 = 1.81
rate Ar = 26.5 m/s = 27 m/s
(note: because Ar is lighter than Xe, we would expect it to effuse faster, and it does)
