One of Newton's kinematic equations of motion is
Since vi = 0 m/s (since the quarter was "dropped") and since the acceleration due to gravity is 9.8 m/s2, we can say:
vf = 0 + 9.8(10) = 98 m/s
Another way to think about this is that the acceleration due to gravity causes the velocity to increase by 9.8 m/s every second so:
