the perpendicular line has a slope which is the negative inverse of 2, which is -1/2
y=-(1/2)x + b where b is the y intercept. to calculate b, plug in the point (3,12) or maybe you meant (3,1/2)?
12=(-1/2)3 + b
b = 12+3/2 = 27/2
the perpendicular line is y=-x/2 + 27/2 or
x+2y = 27
IF you did mean (3,1/2) then
1/2 = -(1/2)3 + b
b = 2 and the perpendicular line would be
y=-x/2 + 2 or
x+2y=2
