Let C = number who clean
Let T = number who tutor
145 members  ==>  C + T = 145
20 more clean than tutor  ==>  C = T + 20 
These are the 2 equations.  Unfortunately they do not have positive integer solutions, which you can see by substituting the value for C from the 2nd equation in to the 1st equation 
(T+20) + T = 145
2T = 125
T = 62.5
So C = 62.5 + 20 = 82.5 
So 82.5 members clean and 62.5 tutor.  You can check that these numbers satisfy the constraints of the problem.  But it doesn't make sense to have half a member, unless someone spent half their time cleaning and half tutoring.
