This question is trying to get you to visualize. First, understand the format: the middle letter refers to the point at which the two sides of the angle meet. Since both angle descriptions end with "bd" we need to picture in our mind (and draw on paper) two angles with the same middle line and point. One opens up to "a" and the other opens down to "c." If both openings contain the same number of degrees, the angles are equal. Congruent means that if we flip the top of these angles on to the bottom of these angles, it's a perfect fit.
