I assume you meant the products are carbon tetrachloride and oxygen gas (not carbon dioxide tetrachloride)
Write a correctly balanced equation:
2Cl2(g) + CO2(g) ==> CCl4(l) + O2(g) ... balanced equatioin
Use dimensional analysis and stoichiometry:
14.78 mol CO2 x 1 mol CCl4 / 1 mol CO2 = 14.78 moles CCl4 (the only carbon containing product)
