Is the "equation" x = 4 correct? It is not an equation, since x = 4 for all values of y. It can be drawn as a vertical straight line at x = 4. If you really want a vertical line to x = 4, it would be y = anything. (e.g., y = 2, y = 5, y = 1,000,234, etc.). But the perpendicular line must go through the point (2,7). So at x = 2, y = 7. Since x can be anything, y is always equal to 7, so the perpendicular equation meeting these criteria is simply y = 7.
