Can you provide a little bit more context for what the question is asking about? In most intro chemistry contexts you are going to want the entire KClO3 to decompose ... if only a fraction decomposes, then the measured mass of the product is less than the theoretical yields which can lead to an incorrect percent yield calculation and inaccurate data.
But to know for sure, we would need to know more about the context of the experiment you are looking at :)
