In an equation of the form y = mx + b, m is the slope so for y=12x - 3, 12 is the slope.
The slope of the line perpendicular to that line is that negative reciprocal of 12 or -1/12
so for the other line we now have y = -1/12 x + b and we just need to find b
we know the line passes through (-2,2), so we can substitute -2 for x and 2 for y in the above equation and solve for b:
2 = (-1/12)-2 + b
2 = 2/12 + b
2 = 1/6 + b
12/6 = 1/6 + b
b = 11/6
y = (-1/12)x + 11/6
