y=(-1/12)x + b
the slope of the perpendicular line is the negative inverse of 12
plug in the point to solve for b, the y intercept
-4 = (-1/12)(-7) + b
b = -4 - 7/12 = -55/12
y = -x/12 - 55/12
However, the original equation y=12x+9 is apparently a typo or misprint. It should have been
y=(1/2)x +9, then the perpendicular line will have slope =-2
and the equation is
y=-2x + b. plug in the point (-7,-4) to solve for b
-4 = -2(-7) + b
b = -18, which is the y intercept
the perpendicular equation is then
y=-2x-18
