First of all, this graph is taller than that. Moving one to the left or right from the point on the x-axis, the y value is 2, not one. Stretch the graph vertically by a factor of 2 by putting 2 in front of the part of an equation that has the x. Here, it goes in front of the absolute value brackets: y= 2IxI.
Also, the graph is moved one unit right of the origin. To move a graph horizontally, add or subtract to/from x the number of units you want to move from the origin. Here's the trick: ADD when you want the graph to move LEFT, and SUBTRACT when you want it to move RIGHT. So, y= 2Ix-1I.
