If lines are parallel, they have the same slope.

 

The slope of y=9*x + 4 is the coefficient of x since the equation is already in the y=m*x + b form where m is the slope and b is the y intercept.

 

Any line parallel to y= 9*x + 4 will have a slope of 9.   If this parallel line crosses the y axis at -7, the y intercept is  -7.

 

So your equation for the new parallel line is y= 9*x - 7

any equation of  a line with slope of 9 will be parallel to y=9x + 4.  they will just cross the y axis at some other point, in this case -7.
