The formula y=3√x+12 models the percent of U.S. adults who are considered obese by federal guidelines, where x is the number of years after 1984, and y is the percent of obese adults. According to this formula, in what year was the obesity rate 19.9 percent? 

In this equation, y is already converted from a decimal, so, for example, a 19.9 percent obesity rate would correspond to y=19.9.
