It would be a. Say if the ratio of a to b was 1 to 1. That ratio would be 1.0, meaning that it's 0% larger than b (or 0% smaller than b, for that matter). That would mean they're the same size, so 1.15 implies that a is %15 larger than b, and the converse is true as well. I hope that helped.
