Point slope form is y-y1 = m(x - x1) where m is the slope of the line and (x1,y1) is a point that the line passes through.
First find the slope between the points (0,-2) and (3,13).
The equation for the slope between two sets of points (x1,y1) and (x2,y2) is (y2-y1)/(x2-x1)
for our case where (x1,y1) = (0,-2) and (x2,y2) = (3,13), the slope (m) equals (13--2)/3-0) = 15/3 = 5
we can plug the m and (x1,y1) back into the point-slope form:
y--2 = 3(x-0)
y+2 = 3x
