you probably mean y=-(1/2)x + 2 ???
If so, the slope is -1/2 = m
use the point slope formula
y-h = m(x-k) where (k,h) = (4,-1) and m= -1/2
then
plug in those values to get
y+1 = (-1/2)(x-4)
You can simplify that, multiply by 2 to get
2y+2 = -x +4 or
x+2y = 2
