q1 = charge 1
q2 = charge 2
r = radius
If charge is the only variable, then the force will be 1/3 the original force if the charge on one particle (q) is reduced by a factor of 3. For example...
q1 = 3
q2 = 1
r = 2
F = (3)(1)/4 = 0.75
F = (1)(1)/4 = 0.25 if q1 is reduced by a factor of 3
