First, remember that the equation of a line is y=mx+b. With function notation, this is f(x)=mx+b.
Now your slope is 0, and m is the slope, so m=0. Since the slope is 0, the line is flat and horizontal. Since the line passes through (-2,-5), then it will pass through all points with a y coordinate of -5, especially through (0,-5). (You should draw the line out so you can see why this is true). Therefore, the y-intercept is -5, and b is the y intercept, so b=-5. Your function then is f(x)=-5
